Wayne Osborne – Mar 9, 2026 – Kelowna, British Columbia

Wayne Osborne, founder of Omega Blue Farms and a small-scale poultry producer with more than two decades of experience, testifies about the regulatory pressures facing independent farmers outside supply-managed systems in Canada. He describes his regenerative farming model, direct-to-consumer poultry production, and efforts to maintain breeding independence and food sovereignty. Osborne explains how meat processing rules, premise ID requirements, poultry board enforcement, and broader bureaucratic expansion have affected the viability of his farm. He contrasts his model of low-stress, high-quality poultry production with industrial and certified organic systems, and argues that local communities should have greater control over local food production. He also describes why he is moving his operation to Arkansas, where he believes farmers retain more autonomy over their land, flocks, and production methods.
