Terms of Reference for Regina Hearings May 30, 31 and June 1, 2024
Additional Hearings in Regina
In 2023, the National Citizens Inquiry held 24 days of hearings in eight cities: Truro, Toronto, Winnipeg, Saskatoon, Red Deer, Vancouver, Quebec City, and Ottawa. These hearings were to look into how all
levels of government handled the Covid-19 event, and to make positive recommendations as to how to do things better the next time.
The 2023 hearings were a tremendous success. They demonstrated:
- that the National Citizens Inquiry was a powerful tool to bring evidence to Canadians on the Covid-19 event, and
- the importance of hearing from fellow Canadians about their experience during the Covid-19 event.
Earlier in 2024, the NCI conducted a survey of Canadians and learned that the number one issue Canadians want an inquiry into is still how all levels of government handled the Covid-19 event.
In response to this, the NCI is holding additional hearings into the Covid-19 event in Regina on May 30, 31, and June 1, 2024.
The Commissioners appointed for the Regina hearings will be expected to:
- rely only upon the evidence called at the Regina hearings;
- prepare a supplementary report to:
- report on the evidence called;
- provide additional positive recommendations that flow from the evidence called, and
- provide any additional thoughts and findings they have at the end of the Regina hearings.

Much has happened since the last NCI hearings in June 2024. Evidence continues to emerge which shows that the impact of the mandates and measures, especially for our children and youth, is more serious than we thought.
Questions have also been raised whether there are other threats to the health and safety of our children. As a result, the National Citizens Inquiry will be conducting new hearings with an expanded theme. We are asking the critical question: “Are children safe in Canada?”
At the Vancouver hearings the Commission is calling national and international experts on health and safety matters for children. In addition we are calling everyday Canadian parents and youth to speak to what is going right and what is going wrong.
