Dr. Sylvain Charlebois, director of the Agri-Food Analytics Lab at Dalhousie University, gives evidence on the structure and performance of Canada’s food and dairy systems, with particular focus on supply management. His testimony addresses the Canadian Dairy Commission, provincial quota allocation, interprovincial trade barriers, dairy surpluses and milk dumping, transparency concerns, international comparisons, and his proposed “supply management 2.0” reform model aimed at increasing competitiveness while managing transition over time.
