Canadians, and qualified international applicants, may apply to testify at National Citizens Inquiry hearings. Please read the information and guidelines below before submitting your application.
Due to the high volume of applications, we will contact only those applicants selected to continue in the screening process. If selected, we will work with you to arrange your participation at the most appropriate hearing location and time.

More Information Regarding Witness Applications:
All witness applications are reviewed using consistent criteria appropriate to the nature of the testimony being offered. Applications are assessed with attention to:
- The relevance of the proposed testimony to the scope of the hearing
- The applicant’s experience, background, or direct knowledge of the subject matter
- The clarity and coherence of the issues raised
- The objectivity and credibility of the information provided.
- The strength and reliability of any supporting evidence or documentation
If selected, the National Citizens Inquiry will work with you to arrange your participation at the most appropriate hearing location and time.
Important Information for All Witnesses – if invited to testify:
- Testimony is provided under oath
- Witnesses may be subject to questioning by Commissioners or Counsel
- Testimony is subject to defined time limits
These procedures are intended to ensure fairness, clarity, and the integrity of the public record.
WITNESS GUIDELINES
All applicants are encouraged to review the NCI Witness Guidelines prior to submitting an application. If selected to testify, witnesses are strongly advised to familiarize themselves with these guidelines, as they provide practical guidance on preparing clear, focused, and effective testimony.
The guidelines are applicable to all witnesses, regardless of background or expertise.
