Kennedy described U.S. efforts to expand legal access to raw milk through direct sales, pet-milk laws, and herd-share arrangements, contrasting the U.S. state-by-state approach with Canada. He discussed food-safety claims concerning raw and pasteurized milk, emphasizing local traceability and citing outbreak data he said showed raw milk can be produced and distributed safely. He then addressed federal meat-inspection rules, custom and personal-use exemptions, the Wholesome Meat Act, and what he described as the loss of small-scale slaughterhouse infrastructure and growing concentration among major meat processors. Kennedy argued that limited slaughter capacity creates barriers for small farmers and weakens food security, and he described legislative efforts such as the PRIME Act, the Local Food Act, meat-share laws, and cottage-food approaches intended to expand local processing options. He concluded that decentralized and localized food production can strengthen food security, local economies, farmer viability, consumer choice, and community resilience.
