Teresa Walker – Mar 11, 2026 – Kelowna, British Columbia

Teresa Walker testifies as a Saskatchewan rancher and former UK farmer who lived through the 2001 foot-and-mouth outbreak in England. Drawing on both her firsthand experience in the UK and a 2023 bovine tuberculosis trace-back case involving a neighboring farm in Saskatchewan, she describes the practical and emotional effects of quarantine orders, livestock destruction policies, compensation systems, and CFIA procedures. Her testimony focuses on disease preparedness, valuation and compensation for culled animals, movement controls, disposal and cleanup burdens, and the psychological harm caused to farming families when healthy livestock are ordered destroyed.
